I like the idea cause the safety nets are not engaging certain part of the brain in certain people. When you stop giving financial incentives there will be a direct population correction.
If you want to have kids fine but you better have a means of supporting them.

Then there is a question of society contributing, environmentally responsible citizens

Also some reasons why people have “So many kids”

They can’t control themselves and end up with lots of kids
They don’t have access to good birth Control
They don’t have access to basic medical health - therefore more kids means more chances that some of them will survive to adulthood.
They want more hands to make light work of their lifestyle (semi-agrarian)
Government subsidies lessens the consequences of having kids, and sometimes people who already have 1 or 2 kids, who are already paying for that take on more kids just so they can get more government assistance.
They like kids, can afford them and feel that there is something worthwhile about the idea.

There would have been so many humane solutions a couple of decades ago. Now, it will take a combination of mass starvation, war, epidemies, education and free condoms to get it under control.

Not tying foreign aid as well as food and medical relief supply to strict birth control was a huge mistake.
