it isn't innovative, but the timeline was shifted up considerably by BLM and leftists calling for it nationwide. and that's good, for them, and for everyone else. its an insurance policy for all of society.
Ferguson effect is "bad". not sure how, in the same time police unions have been crying that this indecision causes officers to get shot by criminals the stats haven't proven that out. Police shot by criminals was around 50 before ferguson, nationwide mind you, each year. and still is. the greatest lie of police unions is the fear of cops dying to violent criminals by illegal gun fire. gangs know better than to shoot at cops, they shoot at rival gangs. shoot another gangs bag boy and you get a 1 day investigation before the cops go back to normal patrols. kill a cop and you shut down the streets for weeks. its just bad business. i repeat, 50 cops or so nationwide are killed by criminals via gunfire per year, in a nation of 400 million or so people.
as to the last, im sure it will. and im sure it was abused before by police unions to get dirty cops off. pendulums dont swing from one side to center, but we'll eventually get there. progress isn't free.
