Yea, the beaner should have followed instructions for sure. But there were plenty of trained officers who have professional firearms training vs. a teen who probably couldn't hit a target from 15 yards away. This is akin to Mike Tyson punching a kid in the head because the kid raised his fists. The protocols need to be revised so that cops need to SEE a weapon and the perp is about to aim it at them.
