It's a simple question. With all this covid19 nonsense, there's a lot of question on how governments are handling things. Standard crisis protocol would indicate you NEVER mass notify a crowd of people that they're in danger. Be it by shouting fire, or calmly notifying them. People get trampled, others will use the chaos to loot and many do some burning of their own, etc. As a group, people are panicky and irrational and do more harm than good. Typically. A measured evacuation without people really knowing what's up would usually be the "safest" but fire is fast, so is that enough?

There are basically 3 options that give the same result. The 4th option will likely save more lives and create less chaos, but might result in somebody burning to death. What is the correct answer?

For every brilliant person out there claiming "Trump failed" or "Obama failed" or "Bush failed" in crisis situations, show us your brilliance. Figure out how to evacuate a theater. Then we'll take you seriously, perhaps.

Step 1: when buildings are constructed, make sure that there is a sufficient amount of escape routes.

Step 3: profit!

Translated to the pandemic situation: make sure that your country is prepared for a pandemic. If it wasnt, buy time to ramp up the response. That's where most countries are atm.
