It isn't. China blocks domains from being accessed from its infrastructure.
Basic flow diagram looks like this: Request -> DNS -> DNS Look up will provide IP Address to route request -> request knows where to go now. China will either redirect or block traffic at the DNS layer. So you can technically block/redirect traffic but it isn't straightforward to
only block specific traffic based on where the request originated from. Mainly because the request could have spoof'd attributes which would be a pretty easy work around. Trust me, if it was easy to identify malicious traffic and block bad actors then most companies would have implemented these measures independently.
Not really interested in the main debate but just wanted to provide info that it isn't as simple as most people think it is.
