Yeah, well when people aren't willing to sell at 250 per mil, supply becomes short and demand becomes higher, and so the price people are willing to pay will increase as a result. Give it time, prices are low now because that Lucky Purse event saturated the in-game economy with lant, but once people blow it all on upgrading Carus stuff and there's little to go around again, those prices will come back up.
