My friend is writing a book for his sister to read cause she apparently read all the books about witches sold at her local store.

I have been tasked with designing a book cover, This isn't some professional thing that's going to be published or anything like that. This will only be seen by a couple people, however That doesn't mean I wont pay a decent amount of fg for it.

The cover can be hand drawn and scanned, photo shopped or designed using pretty much any application that you see fit.

Basically what im looking for:

a girl (witch wearing blue jeans) holding a broom next to a heavier person with less then Steller dental hygiene in front of a Chicago city bus.

Do you have a title or will this be a standalone image?

My drawings are digitally drawn and colored. It helps a lot if you have some reference photos. As much as descriptions are great, pictures speak a thousand words as they say.
In terms of pricing.

Each character/major object (e.g. witch, dental hygiene person, city bus) = 1000fg
Backgrounds = 1000fg
Back-and-forth = ~1000fg

So total, about 5000fg. If we aren't doing a lot of back and forth and it's a love at first sight sort of drawing, looking more at around ~4000fg
