That depends on who you work with, and what you're asking for.
Your best bet is to post what you're looking for and ask the artists to name their usual fees so you can get an idea of what to expect.
Alternatively, you could post what you want and post the budget you'd like to work with.

But is also accurate on rough ranges of costs.

Additionally, for some people like myself who are just now officially offering services on JSP; I charge about 400-1kfg for a banner + avatar in my style. But have premades of around 400-750fg in my gallery.
