There is a bunch of different free online tools you can use for this, usually there are good ones within the first few google results.
Personally I often use photoshop for these kind of things, especially for more complicated gif compression.

For general gif resizing and compression I think "ezgif" does a great job and provides a variety of possibilities to reduce the file size.
For png compression there is a website called "compresspng" that does a great job.
I don't use any online tool for jpg files but I bet a quick google search will provide you with a straight forward option as well.

For most cases you won't really need any professional or paid program.

As pointed out, you can always use the resizing service here on jsp if your avatar or signature violates the forum rules.
You can also create a topic here in the request section and post the image that you need help with if you are trying to set up a new signature or avatar.

Alternatively you can also feel free to PM me if you need help with this. :)
