Where can I change the background for my profile and are there specifications as to how big it can be and what resolution it can have?

How big does the picture have to be so that it completely occupies the screen and is fixed when you scroll down?
1 mb but pixel?

I used 1920x1200 pixels and marked the "fixed"position in the settings. Just as an example
