Why would I be afraid to talk to him? Unless you mean afraid I'm just wasting my time.
However, I will send him a pm asking him kindly to in the future ask permission from artists before using their work, and suggest he pm that Devart user in particular.

Mastermine, embed a link to the image in your sig and you are technically not ripping it off.
"Technically ripping" and "ripping" are two different things.
In the Gfx community, using other's people's non-stock images without permission, especially Devart images, is highly looked down upon.
