Unfortunately there is no market for cold staffs as there are no viable/great cold builds for sorc/mages/whatever spell character you play.

They used to hold a significant value in the early stages of EA before they nerfed CoF,- but after the nerf the value decreased greatly.

I've sold similar staffs for 1-3 divs. No cast speed or spell damage on the staff so you'd be happy if it sells for 1-2 div in-game.
