When you compare it to some of the other servers, it works out like this.
the slightly lower server pop isn't so much in total users, its greater proportion of users 'roleplay' then on others, which means if you want to be a serious player, you can still have a chance of farming in the abyss for more then 10-15 minutes before you get popped

With regards to aion, I find it is slightly better then other mmo's , with the addition of player housing in the next year i suspect it will be much better.
For the straight up 'roleplayers' there is a fair amount of places to supplement the roleplay, bars for one are a popular place for roleplayers.
The emote selection is very good, they don't cover everything, but it has a decent enough variety to keep it interesting.
For the combat style roleplayers, the cutscenes for campaign quests add that little extra feel to the adventure, as well as 'rifting' taking the occasional portal to the opposing factions areas and in the case of asmodians , 'hunting down those sun-suckers'
all in all it fairs a bit better then most other mmo's ive seen in the aspect of roleplaying
