Nope. You need timecard/credit card/paypal to start playing this game. When you buy game you see: 1 month free. You recive this 1 month, but first you must choice your payment option. If you choice timecard, you must active it. Time card types: 15/30/60 days. So yes, you must pay another cash to start playing. If you choice credit card/paypal - you just need to put info about payment method - you will be not charged for 1st month
