my weapons i keep making keep going white and never proc green had happen 3 times so far

It depends on the recipe, some can't proc into greens and proc only happens by chance/luck.

Expect lower proc rates. Took me 8 white polearms before i got the green one.

This. Why not just do the Work Orders and get max. Then worry about making some gear lol.
