Yes it is downloadable but be prepared with a credit card to pay $50 for the game, and sign up for the subscription 14.99 per month.

You can get it off the steam platform, or their NCSoft website.

I heard ncsoft's downloader can fail quite a bit, like having to restart the download after hours. Fileplanet has the full client for download if you wait like 20 mins.
