I got the Collectors edition, how do I get the boosted stats / items etc..?

Log in and click "Apply in game items" then you get them in the mail.

Why would you ever need to do it more then once? do you get different gear depending on what level you are or something? or?

one of the items you get boosts your exp gains by 20% for an hour. But it only has 5 uses.
