Don't download it off steam, get it from NCsofts launcher. Go to their website and buy it online.

I downloaded the entire game in 2 hours off Steam, 1.5mbs - 1.7mbs download speed.

You can dl the client off them, the game is only good for the key. The launcher has always been able to be dl'd online. I'll get you a linki
