It's a huge difference at max level cap and scouts at your level are stronger than most other classes that level.

just as a heads up most of the QQ i hear on zikel elyos side is about lvl 35-40 twinks coming through, i had a sin camping me lvl 39 with 7k+ hp and 900+ MR. Now, i don't mind getting ganked or camped in a pvp game, but that is the reason people qq about rifting. When all you see are twinks.
