They do..

At level 10 you have 60 second flight time. At level 30 with the new wings you get +40 so 100 second flight time.

No i thought it would be 60 + 30(normal 30 wings boost)+ 40

Nope.

Normal Wings: 60 + 30
CE Wings: 60 + 40
