Isn't it? I'm pretty sure it is - that's what was discussed in beta 4 anyway. That you could level up every single one of them but each one was more expensive than the first.
But I think the crafting jobs are fantastic. If you're to lazy to go out and farm extra mats you can just do jobs to level. Gets a little pricey but hey - worth it. I don't have time for farming mats for all my items

bad thing about work orders is you dont make any of the money back, if you were to self craft with your own mats you would get either the same money back you get from buying the mats you need from the merchant a little less or could sell the items you create on the broker and get good profits

Yeah - that's true. It doesn't bother me though
I only make the items when I have a lot of mats xtra or need to gear up an alt or something. At least for now.

Work orders imo are just for having an up-to-date recipe to level with, thats why i stayed on the first work order for so long, it supplies most of the mats you need for other work orders =] <--- to an extent
