Large glowing effects are going to be killer on file size (more pixels are having to change each frame).
Reducing the resolution of the image itself might help a small bit.
Maybe try changing the lens flare to just a white / red dot that has an outer glow that grows and shrinks? It won't have exactly the same effect, but will have significantly fewer pixels having to change value every frame.
Similarly, you can pop a mask on the lens flare layer and just mask out the extra flare from everything but the light itself.
Some animations are unfortunately just doomed to be larger in file size.
You can definitely do certain things to compress, but only so much.
