You can't expect JSP prices to be 1:1 with sellers like this for a few different reasons.
For one, it's all based on demand and supply, two years ago when there were more people doing work in the gfx section prices were lower. Plus it's not a job to them, so people can afford to be picky with what they work on.
Secondly, the process is also much more personalized, because usually when you work with someone they'll ask for adjustments, try this different font, that one, make the logo a bit more like that, etc. Whereas here you're buying a logo that's already made, no adjustments possible.
I also just checked the guy's profile and as I suspected he's living in India, where $1 can go much further than in Europe or the US where most jspers live. He might actually be able to make a living off pumping out lots of logos and selling them so cheap, but it wouldn't be possible somewhere else.
Lastly, and this one's pretty important, I wouldn't be surprised to hear he sells the same logo multiple times to multiple people on different sites.
With that said, I don't think the logo looks particularly low quality, but you should definitely PM the guy to have his written word on exactly what kind of licence you're buying with this, to have his guarantee he won't sell the logo to someone else, etc.
Edit: Oh and of course no matter how versatile FG may be it's still not worth as much as hard cash to most people so that raises prices too.
Good two points, I did not really fell into that. Correct, he sells the logos multiple times, even tho I would be free to use it in my website, maybe other little company from any part of the world has such logo as well. It wouldn't be unique for myself.
And yeah, I understand about India and Europe/US. Even tho people usually say that "Indian programmers, or India designers" are not "good enough", I disagree. But yeah the money impact is such big that can surprise us.
