You don't have to spend $ to try it out. Google 'Gimp' and give it a go. Its free. There a couple other ones out there too

Yeah photoshop is the only way to go unless you want to be a badass vector artist. If you want to digitally paint there are free programs like SAI, but Photoshop is #1
