How to reduce the file size of an image, say from 250kb to 20kb?

Linux -> Bash -> Jpegoptim

1. reduce the pixel dimension of the image
2. reduce the "intensity" of the saved image - not sure if that's the right word
3. reduce the secondary information - but not sure how much room that saves

on windows there is a free program that is easy to use and does most simple graphic management and that is Irfanview, just do a google search.
