Would anyone be able to edit a gif for me?

The part I would like edited OUT is the close-up of the face right at the beginning of the gif.

Would this be at correct pixel resolution to use for a sig or would the gif need further resizing?

You won't be able to use it at all unless it's possible to resize it without reducing the amount of frames to less than 10 and turning the colors monochromatic
By doing that, you get a very short, rough animation and the colors will be all brown-ish

By the way how to edit the gif file?

Current File Size: 1,952,479 bytes
D2jsp Max: 70,000 bytes

You would have to shrink the dimensions, remove colors, and delete multiple frames. It would look pretty crappy by the end of the process.
