i've always enjoyed drawing on pencil and paper and i usually never cease to impress myself each time
but at the moment i'm interested in learning how to take a different approach- digitally
i assume people that draw this way use some type of electronic pad? would anyone be able to suggest some decent brands at a decent price for this?
and what editing software would you say is beginner friendly?

Pretty much the price will be determined by the size of your tablet. I only know Wacom and Photoshop, so those are my suggestions. http://www.wacom.com/en-us/products/pen-tablets

but I'd make sure you have a decent grasp on all things traditionl before you try and "learn" to digitally draw

photoshop can be frustrating too because it doesn't have any line smoothing. The tablets are insanely sensitive and I find it way harder to make a straight line on a tablet than on paper

+1 for wacom. Just pickup whatever looks good and start to practice. you'll be up to speed in no time
