Can you show me some good tutorials?

No such thing as "good quality gif" and "low kb"
Unless it's maybe black and white or pixel/sprite art

The more diverse colors you have in the animation, the bigger the size will be
Also the more smoother the animation, the more frames will be needed, therefore the bigger the size will be

So if you have something like a video clip quality gif, it's not gonna work out

Making an animation can be really simple or really hard, depends what exactly you wanna do
If it's just stuff like glowing text, making images move around the canvas or rain/water effects, those are pretty simple things
You can just YouTube or Google those and learn how to do it in 5-10 min

I think After Effects is the one for animation

In the actual gif you can reduce the file size by making the dimensions smaller or reducing the number of frames in the animation. You can also make certain parts of the images static (not moving) and keeping the animation to certain parts of the image.

The other file size reduction is done when you export. With older PS you go to File > Save for Web & Devices. On newer PS you go to File > Export > Save for Web. Once you've brought up the export options you can reduce the number of colors used and dither. You will lose quality, but that's the only way to fit within d2jsp regulations.
