No such thing as "good quality gif" and "low kb"
Unless it's maybe black and white or pixel/sprite art
The more diverse colors you have in the animation, the bigger the size will be
Also the more smoother the animation, the more frames will be needed, therefore the bigger the size will be
So if you have something like a video clip quality gif, it's not gonna work out
Making an animation can be really simple or really hard, depends what exactly you wanna do
If it's just stuff like glowing text, making images move around the canvas or rain/water effects, those are pretty simple things
You can just YouTube or Google those and learn how to do it in 5-10 min
