Okay so!

I have designed a four-page spread that is required to be PDF'd for client ready specifications. Each spread is 4.63 x 9.52 inches. Each is required to have a 0.25 black point border (or keyline) around the border, but not going over the spread (There is no bleed allowed, and I have a preflight embedded that shows errors if I go over this)

So my thing is when I export into a PDF, only half of the keyline border shows.... but when I print or add different export specifications (I'm required to export a secondary PDF for press ready specs so all printers marks) the border shows up fully.

Does anybody know how to deal with this, is this just an adobe glitch?
