so, I really love the flat/matte/ (teal/aqua) looking filters
I'm trying to figure out how to recreate #7
in PS. I don't use lightroom but these presets were a LR bundle but yeah

Any ideas or links? I've seen a lot of photographers out there who use these and I just fell in love with the style. I can do the matte/flat look but the other stuff has be baffled

Layer > New Adjustment Layer. That's going to be the main area for this, and probably a little bit of sharpening filter. Color balance, hue/sat, and levels are the main go to's for me when doing this type of stuff, but all of the adjustment layer have their uses. Just play around with those for awhile until you get a result you like.

First thing I noticed is how drowned out the dark parks are. If you go to Image > Adjustments > Selective Color > Select Black > Set to -10, then you'll get a mutely color. If you want to do the same thing without hurting the base image, then do as Tetu stated. Go to your Layers Palette > Adjustment Layer (it's the circle icon that has a diagonal line through it, which is half-filled).

Also, it has a blue hue to it, which can be achieved multiple ways. You can Create a new layer above image > Fill with blue > Set layer to Hue/Color/Screen/etc > Lower opacity of color layer to your liking. You could also increase the blue levels by going to Image > Adjustments > Levels/Curves and increasing the blue.. or use an Adjustment Layer as stated above. There are other ways as well, but that should get you started.
