Nothing is totally obvious in this one, so it could've been created in any number of ways. It seems like mostly brushes/textures set to a certain opacity/overlay. The faded edges create a center focus, so I'm sure certain parts were erased/masked.
As avelix said, the logo wireframe was probably made in a 3D program, but it could definitely be created in illustrator as well. None of the lighting seems retained from a 3D image (it looks flat), so simply skewing and offsetting the basic shapes could create the 3D-effect..or simply using the 3D tool in illustrator works as well.
The top 2 color versions have some color variation, but the bottom blue one was probably colored with a color/hue overlay since it's more monotone.
The white pixelated specs seem to be based off of the highlights of the logo, so you could maybe do a select all color range for white highlights, make a new layer, fill with white, then sharpen/pixelate the shit out of it.
