The only thing that's even legible is the man's face at the bottom, which makes me think it's an aztec inspired sleeve. Just google 'aztec tattoo sleeve' for inspiration, but don't copy it.. Be prepared to spend a lot of money.

It's definitely aztec, most real tattoo artists won't put that on your body unless you know what it means
