Hey guy's I'm just starting to learn a little about photo shop. I wanna know if anyone knows of a detailed guide on hot to add/make the letters or anything on the picture "GLOW".

I'm sure there's quite a few ways, but the easiest is to double click on the layer, which will bring up the layer styles window and you can select an "outer" or "inner" glow
Also you can duplicate the text you want to glow, go to Filter -> Blur -> Gaussian blur, then just choose how much blur you want and it'll give it a glowy effect
If you're looking to make lighting effects glow (more), you can try brushing over the lights with a soft brush and then either blur it and/or play around with the blending modes

Or not. The easiest way is to take a soft brush. and then brush behind the text layer.
