Basically I work at a Vape shop. We contacted this guy and he's dicking us around, and he is doing basic work. We need someone who is advanced in these sorts of things...

If he's looking for what I think he's looking for, a serious web designer isn't needed. Anyone with a basic knowledge of fireworks and graphic/web design should be able to do this NP.
