My older brother is interested in getting one of these. The touch version is $2500.

I'm wondering if anyone has an experience with the newer Cintiq models, and if you have any input?

Go with the non touch version, the touch version only left me scarred and had therapists asking me to point on a doll where I was touched

If your brother is comfortable spending that kind of money on a tablet then he should get it. If I was comfortable spending that much on a tablet, I would get it. I use the Intuos Pro and I love it.
