How can I do that effect?
Not the audio wave, the 0:15 effect

If you mean the low opacity effect that starts at 15sec.
You copy the layer and put it above the original layer and lower the opacity to maybe 20-30% and move it to the sides, or rescale it (bigger).
Idk about after effects tho, but thats how I'd do it in ps.

Would be the same concept in AE aswell, duplicating the layer and changing the opacity

That layer has been linked to the audio, if you wanted to do it manually like already mentioned you would copy the layer, change the opacity to 10% or so, scale it up and down every X seconds by creating keyframes and perhaps adding a motion blur
