The first problem is that you'er working with a raster program to resize something for print. (GIMP)
You need a vector based program to resize (illustrator, indesign) which can truly keep quality consistent to some degree.
If Gimp has a navigator window that shows you what % you're viewing your image at, set it to 100% and see how much is visible on your screen.
If it's still small, as you're resizing you need to first increase its dpi (dots per inch) to 300 + , optimized for printing. That itself should increase the size of your image. If that isn't enough then you manually increase the image size to what ever you want, but the dpi needs to be higher then 300.
You again would need to use its navigator and zoom in to 100% of its size, and see how much of the image is visible on your screen. (should be a very small portion of the image)
