u seems suprised,
actually yes, my graphic knowledge = paint and as far as i know it doesnt support that kind of layering..
question stands, what layer is that and what is the simplest graphic tool to support it

well if that's all you need, you can use gimp. Pretty much every graphic software should work. Just make a new layer, fill it with the color you want, lower opacity and add the text. You can find some tutorials on youtube, but I don't think you'll need them, since it's really basic and simple.
