I just got my new tv and hooked it up to my desktop via HDMI cable. It was recently formatted and I noticed a problem with display. Text is pixely or blurry. Some colors are missing and images are generally in bad quality. I installed Catalyst Control Center, it errored, so I installed an older version and it worked (for a radeon HD 4### series gpu). The problem hasn't been fixed, and it made the TV's default resolution be cut off around all the edges like it was zoomed in slightly. The TV is plug n play so I couldn't find any drivers for it. I'm not really sure what to do at this point so was wondering if anyone knew what I can do. I'm at work atm so I don't have much info memorized.

I assume you are using an HD TV? I have a 22 Inch Hd I hook my desktop too but never had any issues just plugged it in and unplugged my monitor and it works fine. Make sure you have the latest graphics drivers downloaded, I use AMD as well. Other then that cant help you, plus this should be posted in the computer section

There should be an option in CCC for DTV's. It sounds like it has overscan turned on for some reason. In CCC there should be an option for 1080i@60hz or something like that, try switching to that.
