When i drag an image into photoshop it comes in as a different shade
IE: i dragged a black slater background and it came in as brownish grey
Ive tried this with multiple things, and not working right, when i save it; it saves as a darker color more like the original though

tried to set the correct color settings of your os and ps?
ps: edit -> color settings
select the right color profiles and calibrate your screen.

if the problem still exist -> try to set the color profile within the monitor osd :)

Go up to Image > Mode and tell me what it's on. For signatures it should be on RGB. If a black looks brownish, then I'm guesings you're on CMYK.. also, when you save it out, gifs/pngs are for web only, which is why they're reverting to RGB colors and them remaining slightly darker is because of how gifs/pngs simplify the color palette.
