I tried cooltext but after you save the logo you get a white back ground and i need it to be transparent and only just the test showing that way i can add it over top of my charter

any good site or programs i can use that are free?

Save it as a .png.

i saved it as .png w/ transparency
and that gave me the white backgorund

or just .png?
.png also gave me a white backgorund when pasting it into paint

also need to be able to edit the text color to the background of my charter

MS Paint doesn't allow transparency, regardless of the file type.
Download gimp if you don't have Photoshop, it's free.

If you're having issues, just post it in the request section. Someone will likely respond quickly.
