Are there any good programs that are free to use to make sigs

moving pics would be best im new to it all but wanna fiddle with it lol plz lmk

if i would have to pay what program should i get?

but just to answer your question look into photoshop cs2 and gimp

There is a free version of Photoshop cs2 if I'm not mistaken.

Photoshop CS2 has been decalred freeware not too long ago, go with this.
