I've been looking for a while but I cant quite get the words I'm looking for to find the picture's I'm after..

I'm looking for cities that have like.. a cold element too them, the city looks cold or empty etc.. blue'ish tints .. so hard to find the exact thought and picture I have in my head, only real place I could think of coming

Think it was LINDER or .ease ... I'm not too sure, was a while back now..
