as far as I know illustrator is better in those things, but yeah the intention is to create a resizable vector.. so if you use fill pixels (1 out of 3 options at above menu) instead of shape layer you will create the shape but you won't be able to resize it without losing the quality (for this you don't need new layers, and this works just like shapes). you could make a custom shape into a pattern then, edit >fill> pattern.
