most use photoshop with tablet
both cost a lot of money
unless u steal them, which is illegal.. lol

free program to use is gimp which is similar to photoshop but free (not sure if u can draw on it though)

ArtRage for free, great for painting

Photoshop/ Corel Painter for paid/etc


edit; Many here use notepad also, but that's advanced

luls no point in even mentioning notepad on this forum
that is some advanced piece of graphical software
