is there a way to rotate a pixel image in photoshop without the whole thing turning blurry

Pixel art, if you make pixel art in photoshop, adn try to resize it, it blurs the hell out of it . its a 32x32 image. and i need to rotate it without every pixel being blurred

Is it one layer?
Make it a smart image then rotate?

turn off resampleing
