I'd like someone to help me to get this "effect" on my photos

I don't have the original pic, but that looks really amazing. can someone tell me what he used?

i can make that exact same effect with a star field set on color dodge or lighten or something, its not a stupid answer

It's probably a lens filter. You should ask in the photography section.

I'm using Photoshop cs5
Also, idk the camera because I already have the photos stored on my computer for a while now, and my friend took them
