It was a tiny, free windows application that let you drag and drop image files to build a .gif frame by frame.
It also let you edit the delay, transparency, and other attributes on each frame.

I've been trying to find it or one like it for some time now with no success.
If someone points me in the direction to the same one or a better one, I'll give 40 fg. If they find me one that doesnt bring me the same orgasmic pleasure, 20 fg.
