I did a little touching up on this using the following tools:

Gradient Map - Greenish tint
Gradient Tool - Glow along the bottom.
Layer Effects - Divide, Color Dodge, Screen. (With different opacity settings)
Soft Low Opacity Brush - Added highlight shield to add effect (Tips and parts of along the top edges) and to the top of his hat, so it didnt look so flat. (Used larger pixel to lighten certain areas.) Also Alt+Clicked the lightning and brushed over to give it a little bit of glow.
Soft Low Opacity Eraser - Erased parts that I highlighted that I didn't intend to, cleaned up where I brushed over the lines. Used it to sharpen the ends of the lightning highlights.
