You can free draw it or modify and existing image. NOTE, if you modify and existing image, make sure it becomes unrecognizable from the original image. I don't want any copyright issues.
(In this case, the female is eureka, a well known anime character. there must be significant modifications made to her face, but she must also be recognizable as eureka. Basically it has to look like you drew it rather than ripped it from a pre-existing image)
